Community Improvement Plan (CIP) Update
The Town of Kapuskasing is currently updating its Community Improvement Plan (CIP) to support community revitalization, housing development, economic growth and private-sector investment throughout the municipality.
A Community Improvement Plan is a planning and economic development tool that allows municipalities to encourage investment and redevelopment through initiatives such as financial incentives, grants, rebates and other municipal programs.
The Town’s Draft Community Improvement Plan was prepared in July 2026 and is currently under review.
Public Consultation - Draft Community Improvement Plan Open House
The Town of Kapuskasing invites residents, property owners, businesses, developers and other interested members of the community to attend an Open House on the Draft Community Improvement Plan (CIP).
This is an opportunity to learn more about the proposed Plan, review the priorities and programs being considered and provide feedback before the CIP is finalized.

What is being proposed?
The Draft Community Improvement Plan is intended to create a flexible framework to encourage investment and community improvement throughout Kapuskasing.
The proposed Plan focuses on five key priorities:
- Housing Supply and Diversification – encouraging new housing, rental and affordable units, residential intensification and the reuse of existing buildings.
- Downtown and Commercial Revitalization – supporting improvements to buildings, businesses and commercial areas.
- Economic Development and Investment Attraction – encouraging business growth, industrial development and new investment.
- Redevelopment and Efficient Use of Land and Infrastructure – encouraging redevelopment of vacant, underutilized and brownfield properties.
- Municipal Leadership and Strategic Implementation – aligning municipal investments, infrastructure and other initiatives with community improvement objectives.
Proposed Financial Incentive Programs
The Draft CIP includes a range of proposed financial incentive programs that Council may choose to implement, subject to final approval of the CIP and future municipal budget allocations.
Proposed programs include:
- Additional Residential Unit Grant
- Housing Development and Residential Conversion Grant
- Multi-Unit Residential Development Grant
- Façade Improvement Grant
- Accessibility Improvement Grant
- Building Improvement Grant
- Tax Increment Equivalent Grant (TIEG)
- Application and Feasibility Study Grant
- Brownfield Remediation and Redevelopment Grant
- Infrastructure Efficiency and Site Servicing Grant

Please note: The Community Improvement Plan is currently in draft form. The proposed incentive programs are not yet available for application. Program availability, funding levels and eligibility requirements may change before the Plan is finalized and approved by Council. |
Community Improvement Project Area
The Draft CIP proposes that the Community Improvement Project Area include lands located within the Urban Area Boundary identified in the Town of Kapuskasing Official Plan. A map of the proposed Community Improvement Project Area is included in the Draft CIP.

Residents, businesses, property owners, developers, community organizations and other interested parties are encouraged to review the Draft Community Improvement Plan and participate in the upcoming Open House.
